Health Survey and Development Committee, chaired by Sir Joseph Bhore, an Indian Civil Service, in 1946 had already recommended the establishment of a national medical center that focuses on meeting the need for highly skilled labor to look at expanding health care activities in the country. The dreams of Nehru and Amrit Kaur and the recommendations of the Commission Bhore converged to create a proposal that was rejected by the government of New Zealand. A generous donation in New Zealand under the Colombo Plan has enabled the foundation stone of All India Institute of Medical Sciences (AIIMS) in 1952.The AIIMS was finally created in 1956 as an autonomous institution through an Act of Parliament, serving as a nucleus for nurturing excellence in all aspects of health care.
