The formation of this Council has been notified in the Gazette of India See Notification of Extraordinary No. 127, dated January 20, 2009. The Board has been registered on March 26, 2009 under the Societies Registration Act of India, 1, 860. The Council started functioning from rented accommodation in 07.06, the Association of Municipalities and Development Authority (AMDA Building), Sirifort Institutional Area August Kranti Marg, New Delhi.
