The University was established in June 1985 around the nucleus of the Centre for Postgraduate Education and Research at the University of Bombay in Goa. The University Campus is located on the outskirts of Panaji, the capital city and spread over about 173 hectares in the Taleigao plateau overlooking the scenic Zuari River joining the Arabian Sea.
