The East India Company have resolved to establish an observatory in Madras to promote knowledge of Astronomy, Geography and Navigation in India, Sir Charles Oakeley, then President of the Council has the capacity for the observatory completed by 1792. Madras series of observations begun in 1787 (1786) * thanks to the efforts of a member of the Government of Madras - William Petrie - who was in possession of two three-inch achromatic telescopes, two astronomical clocks with pendulums compounds and an excellent tool transit
