The Committee for the review of institutional arrangements for the provision of Agriculture and Rural Development (CRAFICARD) set by the RBI under the chairmanship of Shri B Sivaraman in his report to Governor, Reserve Bank of India on November 28, 1979 recommended the establishment of NABARD. Parliament through Law 61 of 81, approved its creation.
